No payment after 13 days but cannot cancel item
eBay said item was paid for 13 days ago, but payment never received and I cannot cancel the order. talking to a real person is impossible!

If you see the transaction there, you need to ship to the buyer. ebay will hold your payout for up to 31 days since you are a new or infrequent seller.
