No option in cart to request invoice from seller for combined shipping

Hi,

There is no option to request invoice from seller for multiple items in cart. Any idea why that maybe?

Does the seller offer combined shipping?

Seller said he did, but is apparently not able to allow that. Is that a setting seller have to select during listing?
