Do not bid on items unless you are willing to purchase and pay.

·2 years agoNo. A buyer can only request the seller to cancel the transaction (even the supposed "cancellation" in the first hour is only a request that the seller can reject within 3 days; it only goes through without seller action if s/he doesn't respond within 3 days AND the item is not paid for before then). The seller is under absolutely no obligation to cancel the transaction at the buyer's request or respond to it in any way (except if s/he wants to reject an unpaid-for transaction cancellation request made in the first hour).
The seller can instead cancel for non-payment (giving you a strike that counts towards many sellers' block of anyone with 2 or more such strikes within the past year and likely affecting your general eBay buying limits) if you don't pay within 4 calendar days.
