The buyer has left feedback that they did not receive the item. If the tracking shows delivery to the address you provided at checkout then you need to follow p with your buyer.
If the buyer files a not received refund request then you need to either refund or respond with tracking that shows delivery.
The seller is responsible for items arriving safely and on time.
