No consequences for non paying bidders but ebay wants their money
I sold a car on ebay and the buyer did not pay. (He had 100% feedback) I file a complaint and Ebay says they will handle it but I will not be told the outcome. Then i was going to leave negative feedback and guess what ebay won't let me leave negative feedback and then they bill me. They want their money but I am just S*** out of luck. This is absolutely wrong because now you can't trust the feedback ratings. I have had my account since 1999 or 2000 and now I question if I will continue to do business on here ever again. Am I missing something is this how we do business today? Not Me

I'd advise looking at these links
eBay motor sales are non binding which means either party can walk away from the transaction at any time.
Negative feedback for buyers was done away with a long time ago.
