If you are using the Android version of the eBay app, there is a notification diagnostic tool you can use to see if a setting is stopping your notifications from getting through, such as a battery optimization setting.
Otherwise, it might be worth turning push notifications off and then back on to see if that changes anything. And make sure you have the latest version of the eBay app for your operating system.
