NEW Visa card not accepted

Question

My NEW Visa gift card is not being accepted by eBay...I checked 7 times to make sure all card Information was Correct..but eBay told me to use a different card...its A NEW CARD..I don't HAVE another CARD! It has not been used YET either...so the money IS ON IT...why will it not be accepted...I'm closing my eBay account, this is ridiculous....and VERY frustrating, spent half an hour re-doing the whole ordering process.....to no avail....
