Is anyone else having trouble using the new shipping set-up?

It sounds like you are Opted-In to Business Policies. You can Opt-Out here:

The Opt-Out is in tiny writing on upper right.

Then you should be able to list your item as normal.

They are very handy to use.

You can set up policies as you go.

You need a Shipping, Return, and Payment policy for each listing.

For a Payment Policy, there is mainly just one: eBay Managed Payments

For a Return Policy, you may have several

- Items you offer free returns

- Items you offer buyer paid returns

- Items you don't offer returns

Shipping policies depend on what you are listing but I have

- for items under 16 oz - Free Shipping in USA, with an optional paid upgrade to Priority Mail

- for items 1 lb to 4 lbs Calculated Ground Advantage with optional paid upgrade to Priority Mail

- for items over 4 lbs Calculated Ground Advantage with optional UPS shipping.

Then in the shipping policy I add my combined shipping rules.
