New Seller Account Restricted - Can't Receive eBay's Callbacks, "Ineligible for Selling Costs"
Hi everyone,
I'm a brand new seller from China and my account was restricted shortly after creation. I'm hoping to get some advice from the community, as I feel stuck in a loop.
Here's what happened:
The Restriction: My account is now restricted with the message "Ineligible for selling costs." I have never listed or sold anything successfully. No transactions, no fees owed.
eBay's Action: eBay says they have tried to call me twice for verification, but I never received the calls. I can call out, but the callback doesn't reach me.
My Setup: I have completed the seller registration with Payoneer and linked a valid Mastercard. Payoneer itself seems fine, but eBay shows this status.
What I've Tried:
Verified my phone can receive international calls (carrier confirmed, no blocking).
Checked all spam/block settings.
Looked for online chat or email options, but the help system only offers a callback for my case.
My Questions:
Has anyone faced this specific "Ineligible" status on a brand new, zero-transaction account? What was the root cause?
If you successfully resolved a similar issue from outside the US/UK, how did you finally get through to eBay? Is there a specific email or back-channel contact?
Any other suggestions to break this cycle? I have official inventory I need to list.
Any guidance would be greatly appreciated. Thank you!
