New buyer restrictions

Question

Is this a thing. I'm a seller and i got a message from a buyer saying that they were trying to buy my item but there is a new user restriction.... I've looked and looked but I don't see it anywhere in settings, is this a thing or a scam

Yes, new users can have limits. They are imposed by eBay - there is nothing you can do about them.

There are blocks that sellers can set that are independent of eBay buyer restrictions. It doesn't sound like that is what your buyer is talking about, but you can view those here:
