eBay, Inc., has legal requirements that they must follow, including reporting sales made by people who choose to use eBay's platform to sell products.
Those reports are sent by eBay, Inc., to the IRS and possibly to the state where sellers are operating from, when those sellers meet the IRS requirements and state requirements. The IRS requires Social Security Numbers (SSNs) to be on those reports.
eBay doesn't not know when you are just starting to sell if you're going to sell one $25 item a month, or if you're going to be selling hundreds or thousands of dollars worth of products every week.
So eBay requests SSNs from every seller when they start selling.
If you don't provide your SSN, eBay will not send your sales proceeds to your checking account. It is just that simple.
