never recieved the item and refund
Hi,
The seller generated a false shipment history saying that I received the item and then kept postponing shipping the item saying that the item is out of stock (I have all the email correspondence confirming that) . I kept waiting for 3 months and then cancelled the order asking for a refund. The seller said that she/he cannot issue a refund and when I went to the purchase history, this order is still there but the action button is not working. Hence, it is impossible to get directly in touch with Help Center, despite all their instructions, because the when I click at the order"More action" button, they cannot find this order. This item is obviously a scam and I have all the correspondence with the seller about the order. What are my options? How can I directly report this scam to Help Center?
Thank you.

I'm sorry that happened. Since it has been so long, this may not work, but you can try.
1) First, call the post office to see if the tracking number label contained your name and your address.
a) If your name and correct address were on the label, ask USPS to review the GPS on the delivery, retrieve the item from the wrong house, and deliver it to you.
b) If your name and address weren't on that label, ask the Post Office if they will put this in writing (it's helpful, but not required), but. Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
FOR FEDEX
You can usually find the weight and other details for FedEx here:
https://www.fedex.com/en-us/tracking.html
Then click 'View More Details' to see the package weight. Screenshot that.
2) Then, report the seller using this process
https://www.ebay.com/help/action?topicid=4022
Important, select "Suspicious seller activity"
then "Other"
Explain that the seller is using fake USPS tracking numbers
Include these phrases
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered. Request a refund.
Use the Customer Service that is on social media this way:
Just sent a private message to the page. Explain you have a fake or false tracking number situation.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.
If the above doesn't work due to the passage of time, please file a credit card chargeback and provide them with the documentation.
Never wait more than 28 days past the delivery date. eBay only covers the first 30 days.

OP8 months agoThank you sooo much! Indeed the FedEx proof of delivery did not contain either my name or street address. Hence, I followed ALL your detailed instructions and suggested wording and reported this fraud to eBay. The only thing is that I was unable to upload the FedEx proof of delivery as there was no option for an upload on the page. Let's see what happens next. Thanks again, your response was very helpful.

When you contact eBay through social media, you can upload documents there.
