never received my item i purchased
i order 8 batteres 14 430 ande a battery charger i received my batteries charger was not received i need a refund or my money back it was sent to a wrong addresss

If the charger was a separate purchase then unfortunately, you have fallen prey to the False tracking number scam. You filed a claim through eBay that you did not receive the item but since tracking showed it was delivered, they ruled against you.
You need to get a document from the Post Office or carrier used by the Seller stating that the package was not delivered to your address and then contact eBay with that information to prove delivery confirmation was to a different address than yours. Make sure you tell eBay it was a False tracking number scam.
We recently learned that many of the links we post to Request a call back are now simply forwarding members to eBay's Customer Service "How can we help you today?" page (link below). On that page members have to complete numerous choices before being given ways to be in direct contact with eBay. Depending on the subject, representative availability and other factors requesting a call back may or may not be possible. Chat or an email may be provided. If you get a Chat box Type “AGENT in the box. You can also contact eBay through Social Media if you have accounts there

Contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.

If for some reason eBay does not refund you then you will have to pursue a dispute with your card company or PayPal. Just know that if you do that eBay will not support you at all if you run into issues with the dispute.
