Never received Item bought back in May Can not dispute because it was paid for over 90 days ago

Question

I order a carburator back in may Paid $ seller ghosted me. Ebay policy after 90 day order is horrible. I cant get seller to respond, cant leave feedback because of the order date Im out 1000 Its a easy way to scam on Ebay The seller can say will ship in 60 days never ships Once it goes past 90 days you cant leave feed back nor get you money back or the item Any suggestions ?

If you do not received your item by the last estimated delivery date eBay gave when you paid, you can open an item not received case to get a refund. You have 30 days from that date to open the case. It is important to know how the eBay money back guarantee works and make sure to open refund/return requests before the deadlines pass.

Since it has been longer than that you will have to do a charge back with your funding source. PayPal and most credit cards allow you 180 days.
