Negotiate after a return request

Question

I bid an item and the item I received did not work and I initiated a return. The seller offered a $15 refund and I declined.

The return ID was created. I message the seller and he agreed to refund $50.

He said he cannot issue a partial refund and asked be to cancel the return. Can the seller make a counter offer in this case?

I believe cancellation would closed the case and seller would walk free, am I correct?

@cavestdealor Do not close the return, the seller can give you a refund in the case. If you close it you will not be able to re-oopen it or open another one.
