There is a link on Ebay where you can file to have a negative removed, but honestly I think you would be better served to contact Ebay. Your buyer is mad because they didn't get a partial refund from you because their receival of the item was slow. There is no rule that requires you to do that at all.
But get your thoughts and arguments together. It would not hurt to look up policies that may help you too. Go prepared. Be nice and polite as you want them to WANT to help you. Getting upset with them will only hurt you as why would they even want to help.
