Sellers have been prohibited from leaving negative feedback for buyers since 2008. It is against Ebay feedback policy to leave negative comments within a positive feedback.
When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".
All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.
Place the non-paying buyer on your Blocked Buyer List:
Thank you. I've done those things, but I feel like the lack of a visible negative feedback doesn't provide sufficient warning to others. I understand it's policy, but it projects a false "we're all happy here" message.

Having negative feedback wouldn't stop those who Buy It Now or those who snipe auctions.
Who has time to investigate every bidder. Blocking those with a history of not paying is better than feedback.
No company wants an image other than, "we're all happy here".
