No, not by eBay policy, but he can be shunned by buyers. If enough buyers go elsewhere, such a seller will wither on the vine.

OP2 years agoNo but a seller with 48 negatives in a month has caused me to not deal with them. I was curious if that many in a 30 day span warrants a look at
