need to return an item that's not as described and seller isn't responding

Purchased a phone from a seller that was supposed to be unlocked, and it is kind of. It's unlocked if you want to use Verizon phone otherwise its carrier locked and I cannot use Spectrum service. So, I need to return and seller is not responding. purchased from someone who only sells cell phones with 99.4% positive feedback from New York and when trying to return it Ebay says files are required for return? what files?

@runswithabeer Files means a photo. Just take a photo of the phone and upload that.
