Need refund from buyer who kept item.

Question

I ordered a car part. The buyer canceled or kept the part and payment so i never received my car part i ordered and he kept the money. They refused to give money back and stop replying. Not sure what to do.

If you are the buyer, and you purchased an item on eBay, if the item does not arrive by the last estimated delivery date shown in your Purchase History, you have up to thirty days to file an "item not received" case with eBay.

If the seller cannot provide tracking that shows delivery and the seller does not refund you directly, after three business days you should be able to ask eBay to step in and refund you.
