Need help with Ebay's strange policy

Can someone assist? I have received an offer from a potential buyer for this item which i will like to make him a counter offer. I am in Singapore and my item is the lowest price on Ebay...
On making this counter offer, i received a strange and awkward message from Ebay that i cannot "buy" this item as the seller (me) would not ship this to Singapore.
As usual i cannot reach Ebay on this issue and am perplexed by this message and their policy.
I had indicated that i could ship this item to the USA address for US$180.

Did the person who sent the offer choose the local pick up option instead of shipping?

OP1 year agoI do not know....He did not even place the order as i was not able to send him the counter offer.
