Need help on a refund from seller
I purchased a brand new printer head for my plotter last May (yes, it has been 5 months!) but what was delivered was a used and faulty one. To resolve the issue, I contacted the seller and he was apologetic enough (and i believed it!) Just to make things formal, asked me to take pictures of the item etc and his proposal at first is to refund me 18% of the amount I paid which I rejected. In the end he said he will send over a new piece as replacement but it will take 30-40 days to deliver. I gave him the chance and told him I can wait. Long story short, his words are just full of empty promises. Last communication was 10 days ago and he said that the item is in customs and will receive it in a week. I am not falling anymore for his lies but the problem now is it is way past the time I can get a solution from Ebay Help Center.
I know this is my fault for being too lenient and hopefully I can still get a refund. Any advise as to how to go about this?

The eBay Money back Guarantee gives you 30 days from the delivery date to open a not as described return. If it has been longer than that you will have to do a charge back with your funding source. PayPal and most credit cards allow you 180 days.
