What error message are you getting when you try, or if no error message what circumstances lead you to your conclusion that you are unable to bid: what page are you on, what blanks do you fill and what links do you click, what happens next vs. what did you expect to happen?

If you have had 2 or more unpaid item cancellations in the past 12 months some sellers will block you and others won't, so you would be able to bid/offer/buy on some items but not others.
