No, but you can use social media to reach an eBay agent (toward the bottom of this response):

To request a call back from eBay, click on this link > Request a call back
Read the steps below, if you "Require" a chat option to communicate with an Agent. Then, use the Contact eBay link below to start a chat session. You'll have to answer some questions with the eBay Automated Assistant before the assistant notifies an Agent. You'll see a wait time estimate:
