What is the item number that you are trying to ship?
I see from your listings that you are enrolled in the eBay International Shipping Program.
Not all items can ship to all locations due to country specific import restrictions and restrictions of the eBay International Shipping Program.
I do not recommend trying to direct ship to other countries yourself, especially if eBay has blocked export of the item for some reason.
I do recommend blocking buyers in locations you do not ship to so that those buyers can not try to buy as they won't be able to pay if there is no shipping method.
Click this link: https://www.ebay.com/bmgt/buyerrequirements Then block buyers with 2 or more unpaid items in 12 months.
Also block buyers in locations you do not ship to.
