Native Alaskan Ivory Carvings

I listed an authentic Alaskan Native walrus ivory carving by Justin Tiulana. It is about 30 years old and was purchased in Alaska. I was hit with a Policy Violation by eBay and I removed the item. Are there any laws protecting native Alaskan artists so they can make a living by selling their handcrafted carvings? Is it legal to sell this item, and if it is legal - where?

Ivory products are not permitted to be sold on eBay.
