Buyers cannot cancel unilaterally; buyers can only request a cancellation from the seller, and the seller is not required to cancel just because a buyers asks.
Not all sellers provide tracking. Of those that do provide tracking, tracking may not always be updated in a timely fashion.
The seller is not required to provide tracking until a buyer files an "item not received" case the day after the last estimated delivery date. At that point the seller has three business days to provide tracking that shows delivery. After that, the buyer can ask eBay to step in and force a refund for up to twenty-one business days from the start of the case. If the buyer does not ask eBay to step in, eBay closes the case without a refund.
