eBay wants to make sure that there are no problems with buyers receiving exactly what they ordered, and not every problem is immediately apparent upon opening the box.
In practice that means that eBay winds up holding funds for up to thirty-one days from new or infrequent sellers, sellers selling uncharacteristically expensive items, or sellers that have had problems in the past.
If eBay pays the seller immediately and the seller turns out to be a scammer that disappears with the money and the buyer winds up needing a refund after that, if eBay is not able to take the money back from the scammer, eBay will have to make up the difference out of eBay's income: the fees that all sellers pay.
