I have a buyer that is waiting to pay for this painting at an agreed upon price and when I go to my listing it will not let me change the buy it now price

You can not make changes to a listing that has an open offer. Did your buyer use the make offer option to send you the offer? If so did you accept the offer?

If the buyer made an offer you need to accept it, then the buyer will be messaged and instructed to pay for the item. Until the buyer pays the item will remain for sale. You can see your offers on the offers page. https://www.ebay.com/sh/mktv2/offers

If you want to change the listing you will need to either let the offer expire or decline it. Once there are no open offers you can revise the listing.
