Not all sellers provide tracking, and even when tracking is provided not all tracking receives timely updates, so you do not really know if the item has shipped yet or not.
Sellers are not required to answer messages or actually provide tracking until an "item not received" case has been opened, though many sellers will do so as a matter of good customer service.
If nothing arrives by the last estimated delivery date you can open an "item not received" case the next day. If the seller cannot show proof of delivery within three business days, at that point you can ask eBay to step in.
