My buyer has paid for items, and they are in the ready to ship section, but I cannot get a shipping. EBay says the funds are on hold and they will be release after the buyer receives the item and posts positive feedback.
Isn't this what seller protection is for? And I cannot get a shipping label form eBay because they say it has not been paid for.

Buyer hasn't paid
1) "And I cannot get a shipping label form eBay because they say it has not been paid for."
In this case, DON'T SHIP, your buyer has not paid. Somehow you have manually marked it as paid. If eBay doesn't allow you to ship, it's not paid for.
This means the buyer hasn't paid. You can't ship. You also can't see the buyer's shipping address.
This is a separate issue. Funds on hold
2) "EBay says the funds are on hold and they will be release after the buyer receives the item and posts positive feedback."
The buyer has paid, you can buy a shipping label. Your funds will be released after delivery.
About Payment Holds
- "New or infrequent sellers will experience transaction holds while learning best selling practices. This helps sellers become established and build a strong selling history on eBay. New sellers typically experience holds for up to 30 days, although sometimes it may be longer"
- "High priced items or unusual selling patterns may lead to transaction holds for up to 30 days to help us ensure that buyers don't have any issues with the order"
