First: after checking your personal info, change your password. Especially your email address.
Then, go to the help page https://www.ebay.com/help/account/protecting-account/get-help-hacked-account?id=4196
For contacting eBay.
Scroll to the bottom of the help page.
Add ‘agent' in the chat box that popped up.
Answer questions if showing up.
Find the agent, maybe under "More actions".
