More info on filing INR for postage due (USPS) please? I have picture proof but don’t see a way to include it.

Sorry this is long. Feel free to skim where needed & skip to bottom questions if need be. I have done due diligence and read some related questions & answers here, but my silly brain requires extra details. I understand I should be covered under MBG if I refuse delivery then file for INR. But most suggestions say to refuse then file and say that postage is due, and provide reasons/proof.
This made me think I would attach pictures of the pink #3849 form and/or the box and label with writing from post office employee showing amount due on it.
So when I click on More Actions in the item info section of my purchase, then choose Item has not arrived, the message says: Sorry your item is delayed. I scroll down & see 2 choices. I presume I pick: I’d like a refund. From there I only get a box to type in “more info”.
I see no way to add any pictures.
It also seems that this request is going to go to seller first and I will have to wait until 4th day to ask for more help to finalize the claim.
Of course I can write that the item arrived with postage due and I refused it. And I can list the tracking number. But the tracking history isn’t truly correct. In my experience the USPS tracking history NEVER lists Postage Due as a delivery issue. Their updates usually say “Notice Left (No Secure Location)” or “(Exception)” although in my case the first attempt said “Held at Post Office, At Customer Request”.
**This was technically correct, but only because the Sub Carrier had no pink forms & came to door to see if I would pay extra postage. I said No- I need to contact sender about it. So I asked him to leave pink notice in mailbox next day so I would have something to show seller and I was hoping the actual reason of postage due would show in tracking**
Long story short:
~If I can’t send pictures with my INR, and I think it was suggested elsewhere to keep explanations short & to the point, do I just say that I CAN/WILL provide pictures to prove that postage was due?
~Will the AI bots decide against me because tracking doesn’t say Postage Due anywhere?
~Also- Will my request be sent to seller first?
I did try to work with seller for compromise on extra due but they are blaming me for their error. It’s not gonna happen so I refused package & it does show in tracking.
I can provide tracking # or item number if it helps. Wasn’t sure if that might cause info to be deleted in my message.

Mentor1 week agoNext time a postage due item comes and before you accept it send a photo of the slip to the seller, as they will often just send you the postage due. Now just follow what Comics says and make sure ebay understands it was a postage due issue.

OP1 week agoI DID send pictures to seller. I paid 10.05 for Ground Advantage. Package came owing 15.26 more because seller wrapped box with priority mail envelope & stuck eBay GA label on top.
So post office rightfully wants the priority total and probably didn’t subtract any amount already paid for GA because they consider sender as not being truthful.
Total would have been 25.31 shipping for a $25 item if I just paid it. I tried very nicely to split the difference on extra amt with seller to save all this trouble but they told me it’s my responsibility and my problem.
This is why I’m asking if the seller actually gets my first request for refund INR because of postage due. I want my wording to satisfy eBay, but still mention that I sent pictures to seller, unless that will just cause AI problems. And I don’t know if best to mention tracking number in request to help AI bots or not. (Are they advanced enough to look up usps history or is it just too much info until I ask for further help?)

Mentor1 week agoIf seller does not refund or resends the item and ebay offers no help after contacting them your last resort is to file for a refund through the payment processor. Note that filing through the payment processor removes the seller and ebay from the picture.

Mentor1 week agoThen your post office needs some retraining as return for postage due has been around for a long time. Today though what happens is they normally will deliver it and back charge the seller, which is the what is suppose to happen.

OP1 week agoI totally agree with you on post office. A lot of workers these days just do the bare minimum & the USPS Board of Governors/whoever is in charge aren’t doing much to help employees like or care about their jobs. It’s not like it used to be.
I did pick “Return to Sender” as the only choice offered online at USPS and specifically wrote in in the information box that I was returning because of additional postage due. I would have told any clerk or carrier the same thing. And maybe someone wrote that on the package. But when you view tracking all it says is Refused.
I believe that the postal employees are stuck using the same reasons that are offered to customers in order for tracking to sync properly & be viewed by everyone. Since USPS obviously have cameras & do take pictures of envelopes (not sure about packages), they should take pictures of undelivered and returned items which would show carrier notes regarding attempted deliveries, postage due, return to sender, no such address, signature required, etc… But it’s never gonna happen.

Mentor1 week agoWhen you do this, you have to make sure the carrier marks it as being returned for postage due and not refused. If you just refused it without doing that you can have a problem.

OP1 week agoThere is no way to get a carrier or the post office to return as postage due. They won’t even use that as the real reason to say a package isn’t being delivered in the first place on their tracking. I believe they use other usually false or generic reasons to try to get a customer to go pick up item. USPS has an online AI system akin to eBay. I can try to talk with real person there to see if they even have a way to mark refused items with a reason but I will bet they do not.
I will also try to get a callback from an eBay agent because I don’t do instagram, but your response isn’t close to what others have suggested or even been mentioned for a postage due MBG that I read and also isn’t really giving me enough info to use when I talk with an agent. Could you please provide a little more information?
I did already refuse package. I tried negotiating with seller for 2 weeks. I don’t want to miss deadline for filling.
I haven’t opened my eBay case yet.
Are you suggesting that I try to open INR with an agent to begin with?

If for some reason that doesn't work then you contact customer service.
Postage due is the ONLY reason you can refuse a package and still be covered by the eBay Money Back Guarantee.

OP1 week agoI appreciate your response. It’s mostly what I have read before. I know you probably think I’m dumb but I really want to do things correctly. So- when I click Item not received, then pick I’d like a refund, is the message I type going to be sent to the seller?
If so- Do I just say something like: “I would like a refund. The item did not arrive because there was Postage Due from USPS. They have already sent the package back to you. Here is a reminder of the tracking number …xxx… “
Is that too much info or not enough?
Should I mention the pictures of the pink slip & package I already sent the seller by eBay messages?
