Since you are new to eBay, first go to your Purchase History and find the order:

Check whether the order shows as canceled/refunded or whether it is still active.
If the order is still active and the estimated delivery date has passed, open the order and select I didn’t receive it so the issue is handled through eBay rather than only through messages with the seller.

If eBay or the seller already canceled the transaction, let us know what status you see next to the order and when the refund was issued. That will help determine the next step.
There is no need to post details of the prohibited product here unless they become relevant to resolving the refund.
