Missing item
 The eBay app states that the item was delivered to me. Yet when I click tracking information, it clearly states that the item never even made it to Wyoming let alone to California. The problem is that since the eBay apps states that this item was delivered to me in California. I cannot file a request for tracking or refund, I have no way to contact eBay other than through a chat which goes nowhere because the item states it was delivered on the faulty information posted by eBay help. What do I do now?

The picture you posted was cut off, but it did show that the item left Wyoming and was in Denver at some point after the 27th.
If Ebay states that that the item has been delivered to your shipping address, then it would be up to you to contact USPS and have them use their GPS capability to pinpoint exact delivery location.
