The seller was required to ship your order to the address that you provided at the time of payment.
Do you have a forwarding order in place so that your mail/packages are forwarded to your new address?
Can you try to retrieve the package from your former address?
If the current residents at your former address refuse delivery, it will be returned to the seller, in which case you can contact them to make arrangements to pay for them to reship or they can refund you, relist and you can repurchase.

Mentor2 years ago@robertbhung7 if it was sent to the address you have on file with eBay, then the seller did nothing wrong.
call the post office and have it held for pick up,
if it's already been delivered to your 'old address' go there and ask for the package.
