Military items restrictions

Question

I tried to buy a magazine for a .22 rifle and a scope for a .22 but got a message each time that says these are restricted items and not available for international buyers. Apparently I’m identified as international although I live in Pennsylvania.

I was born in Pennsylvania 76 years ago, have lived in Pennsylvania for 76 years and still live in Pennsylvania. The last I knew Pennsylvania was still a part of USA , not international. What is the issue here?

incidentally, Midway lists the same magazine for less money than E Bay but it’s backordered there, maybe they’ll have a scope!

Are you using a VPN? If so that could be why ebay thinks you are from another country.
