I have not bought any item from the seller, however, I see this error. "Sorry, you are not allowed to purchase this item. This item is only available to buyers who have not purchased 3 or more items from this seller in the past 10 days." This shows when I try to make an offer 3rd time. EBay listing says I can make an offer. How do I make an offer with an increased offer amount?
