Media Mail used but not qualified
Seller had $35.00 listed as postage using Media Mail.
When delivered, Post Office had opened box and determined seller was not qualified to send as Media Mail land posted $89.23 Postage due on box .
Buyer does not think she should have to pay for postage -
Please advise as to protocol
Thanks

She's right. She should not have to pay an additional $89.23 in postage to receive something that she probably already paid $35.00 for.
Buyer has a choice to make.
(1) She can pay that extra $89.23 if she really, really needs or wants the item and can afford to pay $89.23. If she does pay it, she accepts the position, the "fact," that she had to pay it. She might ask the seller to reimburse her, but that seller will not be required to reimburse her. Morally and ethically, perhaps, but legally, probably not.
OR
(2) She can refuse to pay the additional $89.23 and refuse delivery of the item. The USPS will send the item back to the seller and he/she will have to pay the extra to have it delivered back to him/her.
Moreover, the buyer could leave negative or at least neutral feedback for that seller, for that transaction.
BTW, what happened was not that the "seller was not qualified to send as Media Mail."
The item was not qualified to be delivered via Media Mail, at the lower prices for Media Mail.
The error was committed by the seller. eBay sellers take full responsibility for everything in their listing, including the shipping method. E-V-E-R-Y thing in the listing. If a seller offers Media Mail, he/she is expected to know that the item is eligible for Media Mail's reduced prices, and he is expected to be telling the truth.
Seems too many (newer?) sellers don't realize that the USPS Media Mail classification has many restrictions. Printed material, textbooks and examination materials are eligible for Media Mail. Magazines, however, are not, because they contain advertisements. You can find all the info about Media Mail on the USPS website, usps.com.
