I dropped off a usps item to ups and it says delivered on tracking but on ebay it doesnt why is that.

Dropping the package off at the wrong carrier can cause issues. I recommend going to USPS site and signing up for tracking update to see if it kick over to eBay's system.

Ebay tracking may not always be updated with the actual one from the carrier (i.e. USPS, FedEx, UPS, etc.) so if there might be any technical disconnect it's a good start to check directly with the specified carrier.
