Mandatory verification that shoes are authentic.

Question

I purchased many shoes from eBay and feel that the $14.95 authentication is just a delay and a extra cost.

When it first started I'd get these cool blue bags at least. Now I feel I'm paying an extra money to have shoes verified that look perfectly verified in the pics with seller's that have a good rating.

But then I see other listings that are a stock image of shoes and they have 10 shoes available and those absolutely should be authenticated but somehow they circumvent that and offer free shipping.

Can someone explain this to me how this works?

Here are the requirements:

Footwear can be in New or Pre-owned condition
Sneakers must be listed in the men's or women's athletic shoe categories or kids shoes categories (boys, girls, baby or unisex)
Sneakers priced from $100 are eligible
