Malaysia seller: Payoneer registration link loops (ERR_TOO_MANY_REDIRECTS) – can't list

Hi everyone,
I'm a new seller based in Malaysia, listing on ebay.com. When I click "List it", eBay blocks the listing with this message:
"eBay has partnered with Payoneer… Payoneer will contact you to verify your status… After you confirm your account is ready, come back to eBay to finish listing your item(s)."
The problem: every time I open the Payoneer registration page, Chrome shows "www.payoneer.com redirected you too many times" (ERR_TOO_MANY_REDIRECTS).
What I've already tried:
- Incognito window – same error
- Clearing Payoneer cookies – same error
- No VPN is running
- Payoneer's main homepage loads fine; only the registration page loops
Questions:
1. Is there a direct Payoneer registration link for Malaysian eBay sellers that works?
2. Should I start the payout setup from My eBay → Payments instead of the link in the listing banner?
3. Has anyone in Malaysia had this loop and fixed it?
Also, my listings defaulted to "Item location: Beijing, China", even though I'm in Malaysia. Could this mean my account's registered country is set wrong, and could that be causing the Payoneer problem?
