Making an offer
I made an offer on a product and the vendor declined it. I then went to another vendor and made a purchase for the same product. The first vendor later accepted my offer and processed my payment. I contacted this vendor about canceling my order. How does it happen that a vendor can first decline an offer and then later accept it and process your credit card?
