Make one shipping for multiple items to the same address.
I can find all the help articles but they don’t tell me how to actually do it. Then how do I give the buyer a refund for the combined shipping. It should be less than what she paid. I have looked under every possibility. Ugh!

You can use bulk shipping to combine multiple orders into a single shipment, if the buyer ID is the same on the orders. If the buyer was buying as a guest, a separate ID is assigned to each payment and they can not be combined.
Click purchase shipping label by one of the items. On the label purchase page, click buy labels in bulk in the upper right. On the bulk shipping page, click combine by buyer at the top, enter the new combined weight and dimensions and buy your label.
To refund some of the shipping, go to your sold orders and select send refund from the pull down menu next to one of the items. Enter the amount and select shipping discount as the reason, click send refund. Repeat on another item if needed.
