Make offer is a joke
Is there any other buyers that has been scamed by sellers using " make offer:
They have " make offer " in listing, when you send offer they drop price less than a dollar.
Ebay should put a guideline on " make offer" something like a percentage of asking price ( 10%, 20%, 30%) or not use make offer.

As @gosimus pointed out it is not always the Seller adding Best offer to their listings. eBay's default on one of their listing tools that I use is that it is turned ON and I never use it. The return policy default is No returns accepted and Handling time is 2 days ... NONE of those settings are ones I use so on a newly created listing I have to make sure they are changed to my preferences.

Mentor1 year agoIF the seller added best offer (and not added by eBay unsolicited as described above), then they can accept, decline, counter, or just ignore any offers. eBay does not put a guideline on best offers, nor should it. The company has no idea the value of the item or how much the seller paid for the item. I myself have removed best offer from items I did not add it to. @gosimus is absolutely correct that it is added against our wills sometimes.

Maybe you don't know, but not all sellers add the Make Offer feature to their listings. eBay itself is the entity that adds Make Offer to listings, without the seller agreeing, and often without the seller even knowing. It's a hassle getting that Make Offer removed from a listing ... it's difficult to do, and many sellers don't know how. So, some sellers, although they resent having it imposed on them, nevertheless tolerate it as the lesser evil than removing it.
It's hard to blame them if their resentment spills over to buyers sending unacceptable, unrealistic lowball offers, when they didn't want any offers in the first place. Not calling any names here.
So, why not give the poor schmucks a break. Don't condemn them for matters they didn't create. And don't go trying to tell them how much they are allowed to charge for their own property. Allowed to charge! for chrissake!
