ebay began the auto pay in order to reduce unpaid transactions.
It is up to the seller requirements as to whether or not opt into the auto pay for Offers and Bids. Once you start to use the Make Offer option, you will be advised to specify an auto payment method if the offer is accepted. I believe at that point, you can back out if you don't want to use the auto pay. BUT, why wouldn't you? You are making an offer because you want the item at that price, no?
The seller would have to turn off the requirement that you provide a payment method when you make an offer. Some sellers do not know this has been placed on their listings by eBay and can be turned off and some sellers welcome this requirement and will not remove it. All you can do is to ask the seller if they will turn off the requirement.
