First time for me to see this. Seller takes your private offer, rejects it, and then raises his starting bid to your offer. Has raised his starting bid 3 times now on one lot.

As is his/her right. Until someone actually bids on the auction (or it gets to less than 12 hours before the end) the seller can revise the Starting Price. There is nothing dishonest about that. You did not actually bid (an offer is NOT a bid) on the auction and therefore have no right to stop him/her from doing so.

Sellers may raise/lower prices as and when they wish.
