"Make an Offer" not showing

Question

I have enabled buyers to make offers for this item, https://www.ebay.com/itm/116475863924, but it is not showing on the listing that people can make an offer (a potential buyer messaged me about offers, and I viewed it from a logged-put browser and neither of us can see such an option).
Any idea what I am doing wrong?

Once an auction format listing has a bid, Best Offer is over, the button disappears, and all pending offers automatically immediately expire. That auction received a bid 11 Feb 2025 at 4:50:12pm PST and so Best Offer is no more, pushing up daisies, kicked the bucket, and is an ex-option.
