Make an Offer
seems now you have to list your credit card info to make an offer.
Not wanting my info stored on the cloud now is not an option or just making it more dificult

·3 years agoLast I heard this was still an experiment that eBay assigns some but not all buyers to. Buyers cannot opt in or out but sellers can (but all sellers were opted in by default and they would have to know how to opt out in their Buyer Requirement).
So, you're in but you could try different sellers to find one who opted out, or suggest to the sellers you're trying to make an offer on to opt out, or pay the Buy It Now price, or stick to bidding on auctions.
