Mail Fraud
Selling party did two things, changed the street address on the shipping label to a different house and also lied about the weight of the package. I was able to retain physical evidence by driving to the other property and retrieving the envelope with the packaging slip, that had my name, phone and zipcode, but wrong house by UPS verification. Additionally, the seller initiated a partial refund to trigger order completion and trick eBay automations. End users of the platform are not presented with options to call a human or present evidence of fraud to get money return. Mail fraud is a federal crime. I have submitted a claim to ic3 and continue to document. The address on the shipping label doesn't match the address on my account and the shipping label has the tracking number on it from my order. I have the physical evidence, retrieved from the fake delivery to the other property in my possession.

Here are steps to take, you have done some already
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
2) Then, report the seller using this process

Important, select "Suspicious seller activity"
then "Other"
Explain that the seller is using fake tracking numbers
Include these phrases
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered. IC3 report, a photo of the wrong package, etc. Request a refund.

Send a private direct message to the page. Explain you have a fake or false tracking number situation.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.
